Minutes of Regular Meeting
Ladonia City Council
Monday, October 3, 2011
7:00 p.m. at Ladonia City Hall

I. Called to Order at 7:02 pm and Quorum established.
II. Janis Cooper, Amanda Adams, Chris Burch, Benny Combs, Cliff Isaacs, and PK Kirkpatrick were present.
III. Invocation was led by PK Kirkpatrick and the Pledges recited by all.
IV. Visitors –
      1.Connie Wilburn addressed the council regarding the police coming to her house looking for her grandson. She feels like she is being hounded by the police. She was asked by Mayor Cooper to come to the City Hall and meet with Chief Mayberry.

V. Approved Minutes of September 2011, with a minor addition of discussion in September 12, 2011 minutes, Item IX.C., by a motion from PK Kirkpatrick, a second from Amanda Adams, and a vote of 5-0.
VI. Approved transactions and accounts payable for September, 2011 by a motion to accept from Amanda Adams, a second from PK Kirkpatrick, and a vote of 4-1 with Cliff Isaacs voting against.

VII. Reports
1.Police Department - Chief Mayberry reported 39 calls for service, 26 Traffic Stops with 16 citations written and 10 warnings given. The Department was called out seven times. Five arrests were made during October and three agency assists were given.
2. Public Works Department – Rails to Trails has begun to be cleared. Some maintenance on the City truck and tractor was performed. Backhoe tires will soon need to be replaced. A new fire hydrant will most likely need to be purchased to replace one on Paris Street. Three line locates were done, two opossums were trapped, and parking stripes on the square were painted.

3. Volunteer Fire Department – There was 11 total calls, two structure fires, 7 medical calls, one storm watch, and one jack-knifed truck. Cert classes are ongoing and will finish this month. Bingo was held two times in September. October Bingo will be on the 8th and the 22nd. Fire prevention week is coming soon with activities at the High School and Elementary School.

VIII. Council Presentations
      1. Fossil Week and Workshop on October 15 at 9:00 am
      2.Ladonia Trade Day on Saturday October 15
      3. Flu shots by Mays Home Care at City Hall Friday, October 14. Free to Medicare Part B recipients, $25 for private pay. June Roderick will be a Granny’s Place giving flu shots on October 10 from 10m -1pm.
      4.Annual North Texas Firefighters Chili Cook–off in Whitewright November 5th benefiting North Texas Volunteer Fire Departments.
      5. PK Kirkpatrick told about Fossil Week and the speakers from the Shuler Museum and the Dallas Paleontological Society, Louis Jacobs and David Hill. She encouraged attendance.
      6. Cliff Isaacs added that June Roderick’s flu shots were the same price as the others.

IX. New Business

A. Discussed Item X. C. prior to this agenda Item (see below). Health insurance alternative plans were explained by Linda Shoup, Benefit Service Specialist of TML-IEBP with Texas Municipal League. Linda made a presentation and answered questions. She provided the Council with written quotes for similar plans within TML’s United Health Care coverage that included a deductible and also listed alternate prescription plans. The premiums were less with a deductible and a different prescription plan. Some discussion was had about employees paying apportion of their own health insurance premium. Discussion about policy periods and deductible periods revealed that any change in plan would best be done at the beginning of the calendar year. Cliff Isaacs moved to change the plan to require a $500 deductible, keeping the prescription plan the same, being effective January 1, 2012. Benny Combs seconded the motion and motion carried 3-1, with PK Kirkpatrick voting against and Amanda Adams abstaining.

B. Discussed amending Code of Ordinances Appendix A Fee Schedule, Article 6.300 Water Meter Testing Fees regarding water meter testing fees that apply to customer to include the words “plus actual shipping fees to and from the testing company” at the end of the first sentence after. PK Kirkpatrick moved to change the wording of Article 6.300 in Appendix A of the City Code per amendment outlined herein and to charge the shipping fees. Amanda Adams seconded the motion, and motion carried with a vote of 4-0 with Cliff Isaacs abstaining.

C. PK Kirkpatrick moved to purchase a sponsor page in the Fannindel High School yearbook for $45, Amanda Adams seconded and motion carried 5-0.

D. Considered Fannin County Children’s Center request for funding for the coming year in the amount of $612 ($1 per capita). Sandy Barber and Mary Karl presented information to the Council about the organization and about other city’s donations to the Center. PK Kirkpatrick moved to pledge $612 for Fannin County Children’s Center. Cliff Isaacs moved to amend the motion by adding that the payment be made quarterly, PK Kirkpatrick voiced approval, and Cliff Isaacs seconded the motion and the motion carried 5-0.

X. Old Business

A. Could not consider quotes for repair of Water Well #2 because Millican Wells, a company recommended by Honey Grove, is still working up a quote for the City. Amanda Adams moved to table the item until next month, PK Kirkpatrick seconded the motion, and motion carried 5-0.

B. Discussed payment of hotel fees/meals by IRS per diem rates and mileage for any Council or Mayor approved educational seminar or class, training classes, or licensing tests for employees. There was much discussion over methods of payment or reimbursement for miles driven, to include Cliff Isaacs suggestion of paying for the fuel used by an employee in travel. PK Kirkpatrick totally opposed this method, preferring to pay by the miles driven in travel. Mayor Cooper called for a motion to accept the IRS maximum lodging and meal per diem and mileage rates. PK Kirkpatrick so moved to accept those limits for reimbursement. Benny Combs seconded the motion and the motion carried by a vote of 3-1 with Cliff Isaacs voting against and Amanda Adams abstaining.

C. Discussed this agenda Item prior to Item IX. A. and read response to Council’s request to Broker Michael Boland to attend a meeting to explain the quotes for Blue Cross Blue Shield, Aetna and Humana insurance plans. Mr. Boland told the City that our plan was the best we could get for the money and he could not offer us savings.

XI. Motion to adjourn by Cliff Isaacs, seconded by Amanda Adams, and carried 5-0.
