Meeting Canceled - No Quorum
I. Call to Order by Mayor Jan Cooper and Establish a Quorum is present among Amanda Adams, Chris Burch, Benny Combs, Cliff Isaacs, and PK Kirkpatrick.
II. Invocation / Pledges
III. Visitors (limit 3 minutes)
IV. Visitor Kenny Karl, candidate for Fannin County Commissioner in Precinct 3, has asked for an opportunity at this time to introduce himself to the Council.
V. Consider/Approve Minutes of December, 2011.
VI. Consider/Approve transactions and accounts payable for December, 2011.

1. Martin Luther King Jr. Day Holiday Monday, January 16 – City Hall closed.
2. Trade Day is January 21st.
3. Chamber of Commerce meeting Tuesday, January 10th at 7 pm.
IX. New Business
A. Discuss, Action, Consider McCraw Chapel Water Supply request to tie in our water system with theirs for the purpose of selling them water. Harvey Milton, McCraw Chapel Water Supply Board President, Doug Franklin and Leon Hurse will address the Council.
B. Discuss, Action, Consider adopting Resolution 2012-01-09 setting the City General Election for May 12, 2012, the General Election set by the State.
C. Discuss, Action, Consider appointing Julie Russell, City Secretary as the Early Voting Clerk.
D. Discuss, Action, Consider amending Code of Ordinances Article 11.100 Water System Regulations authorizing the collection of an extension or exception fee of $25.00 to water bills paid after the period of twenty days after the bill is rendered and mailed when the water supply is not shut off from the premises by exception granted from the Mayor.
E. Discuss, Action, Consider adopting Ordinance 2012-01-09 amending the City Code of Ordinances, Chapter 8 Personnel and Administration, Article 8.200 City Clerk/Secretary/Treasurer, Section 8.211 City Council Minutes by removing the following words from the section “and shall publish a summary of the minutes of the meeting in the local newspaper within one (1) week following the last meeting” so that it reads “The city clerk shall attend all city council meetings and shall keep the minutes of the meeting”.
X. Old Business
A. Discuss, Action Consider quotes for estimate of repair of Water Well #2.
B. Discuss, Action, Consider methods and solutions to enforce City Ordinance violations of unrestrained dogs or dogs at large.
XI. Adjourn.

A. Discuss, Action, Consider adopting Resolution 2012-01-24 pledging support of the Chaparral Rails to Trails by providing labor and equipment to facilitate opening the 12.1 miles of the Trail in Fannin County for the purpose of an application to the Texas Department of Transportation Enhancement Grant Program by Chaparral Rails to Trails.

A. Discuss, Action, Consider quotes for estimate of repair of Water Well #2.
B. Discuss, Action, Consider adopting Ordinance 2012-01-09 amending the City Code of Ordinances, Chapter 8, Article 8.200 City Clerk/Secretary/ Treasurer, Section 8.211 City Council Minutes so that it reads “The city clerk shall attend all city council meetings and shall keep the minutes of the meeting and shall post the minutes both inside and outside City Hall on each bulletin board and on the City website in a timely manner”.

The City of Ladonia City Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Council will convene into open session to discuss, consider, or take action on matters discussed in closed session if necessary.
