      A. Discuss, Action, Consider borrowing funds secured by Certificate of Deposit at a rate of 4.1% (2% over CD rate) for paying for water system repairs (Well# 1 pumps from Layne Co.), equipment or loan pay-offs.

      B. Discuss and present the 2011 Effective Tax Rate and the 2011 Rollback Tax Rate as provided to us by the Fannin County Appraisal District and approve the publication thereof in the Honey Grove Weekly Gazette.

      C. Discuss, Action, Consider scheduling a Public Hearing and/or Special Meeting(s) for adoption of the 2011-2012 Budget and a Public Hearing and/or Special Meeting(s) regarding the adoption of the 2011 Tax Rate.

      D. Discuss, Action, Consider assigning City Departments of Water, Sewage and Sanitation to Chris Burch, Streets, Roads, and Equipment to Cliff Isaacs, and Parks & Recreation, Economic Development to Amanda Adams.

      E. Discuss, Action, Consider public works general labor employees Milton Brown and Harold Chennault.

      F. Discuss, Action, Consider providing individual Health Insurance for Chief Kevin Mayberry.

      G. Discuss Action, Consider obtaining quotes from at least two companies other than Texas Municipal League for employee Health Insurance and Workers Compensation, Property and Liability Insurance.

X. Old Business
      A. Discuss, Action, Consider Ladonia Volunteer Fire Department for financial assistance from the City to purchase Fire Engine vehicle.

      B. Discuss, Consider, Action adopting proposed amendments to Article 4.200 of the City Code of Ordinances regulating Dance Halls. Amendments include the following additional requirements:
           1.Permit required for Dance Halls and a fee for the permit       of $150 quarterly or $600 annually
           2. Ladonia Police Chief must be notified and contracted        to provide Police Officer(s) of Ladonia Police Department to        be present at any operation of the Dance Hall or at any        Dance event and pay a fee for this service of $25 per officer        per hour.
           3. Hours of operation not to be later than 2:00 am, and        Dance events or events at a Dance Hall must conclude no        later than 2:00 am
           4. Fine of $300 for any violation of Dance Halls - Article        4.200.
           5. A provision for civic, community or other        organizations, as approved, to obtain a permit and be        required to follow the same regulations as Dance Halls for        any sponsorship of a public dance event, providing a reduced        or waived permit fee for qualified non-profit organizations.

      C. Discuss, Action, Consider selling, scrapping, and insuring the Road Grader and Gradall that are parked at the sewer plant. Cost to insure is $52.00 annually for each, valued at $10,000 each.

       B. Discuss, Action, Consider Davis Construction invoice for        $500 that was not approved for payment at the August 1st        Regular Meeting. Mike Davis' presence is requested to        explain the invoice charges.

       C. Discuss, Action, Consider approving the 2011-2012        Proposed Budget to be presented at a Public Hearing        scheduled for Tuesday August 23rd after which the        2011-2012 Budget will be adopted.

       D. Discuss, Action, Consider adopting the Proposed 2011         Tax Rate of .5305 percent and scheduling Public Hearings         regarding the adoption of the 2011 proposed Tax Rate on         Monday August 29th and Tuesday, September 6, 2011.

       E. Discuss, Action, Consider proposed amendment(s) to         Ladonia Volunteer Fire Department bylaws.

       F. Discuss, Action, Consider moving the Regular         September Council Meeting to Monday September 12 due        to the Labor Day Holiday and Scheduling a Special Meeting        the same date at 6:30 pm to adopt the 2011 Tax Rate.
